I know from Mr. Wakeman that he considered

I believe that it would not be difficult to

provide the necessary funds for the creation of a proper staff

and office for the Official Receiver, by the investment on

deposit account of the large funds which are almost invariably

in the hands of the official Receiver and the utilization of

the interest. I am under the impression that there are some

papers on this subject, as both Mr. Wakerian and Mr. Kemp have

alluded to the matter in conversation I have had with them.

The Deputy Registrars.

I am of opinion that it is absolutely

essential that there should always be two Deputy Registrars at

work in the Registry: and also that one of the poste should be

considered as a fixed appointment, the holder of it not being

liable to transfer to other Departments except on substantive

promotion. The Registrars have important magisterial duties to

perform, which require both special knowledge and experience,

and neither of these qualifications can be acquired unless the

officer can remain at his post undisturbed for a long period.

I submit these recommendations to Your

Excellency's favourable consideration.
